Government officials are being murdered. Jinei, a former hitokiri known for his ruthless attitude, is doing it and the government asks Kenshin for help. When Jinei sees Kenshin, he realizes he has a worthy opponent and kidnaps Kaoru, telling Kenshin to meet him later.
