Here is an article discussing the new additions to the cast:

Megalyn Echikunwoke is probably the only notable. I remember her as Isabelle on The 4400 and President Palmer's daughter on the first season of 24. She also spent some time on CSI:Miami.
The other two are Justin Deeley and Kristina Apgar(Privileged).
Trevor Donovan is planning to scale it back to part time guest star. I never cared that much for him anyway.
The guys on the show are weak, in my opinion. The strange thing is that the girls seem strong on this one, but were semi weak on the original (Jennie Garth was my favorite and only keeper on it, when it began. Shannen Doherty was alright). The guys seem weak now, but were the driving force of the original (Priestley, Perry, Austin Green). It seems to have reversed.
