우왕 9년, 정도전은 대업의 기틀을 쌓고자 전국을 돌아다닌다. 한편 우왕은 주색가무에 빠져서 정사를 제대로 다스리지 못하고, 이인임은 점점 세력을 키워나간다. 한편 정도전은 이성계와 최영, 최영과 이성계 중에 한 명을 왕으로 만들 계획을 세우고 그들에게 접근을 한다.
