창왕을 왕위에 세운 조민수는 이인임의 지시에 따라 이성계와 정도전을 권력에서 밀어내기 위해 노력한다. 조민수는 이에 더불어 이인임을 도당에 복귀시키려고 노력하고 이를 반대하기 위해서 정도전과 정몽주는 다시 한 번 회합을 강행하는데... 정도전과 이성계의 개혁은 시작도 하기 전에 좌초될 위기를 맞는다.
