入学式が終わり、今年も各クラブによる新入生への勧誘活動が始まった。新入生を巡って睨み合いを始めたロボ研とバイク部の間に、風紀委員の香澄と、部活連執行部の七宝が仲裁に入る。だがどちらが主導権を握るかで言い争いを始め、ついに一触即発の事態に陥ってしまう。一方、七草家の当主である弘一は、USNAの人間主義者がマスコミ工作を始めたことを利用し、四葉家の力を削ごうと画策していた。
