Penguin schemes to make a bundle for Lola and himself by disguising the glue factory reject as Parasol and the real Parasol under the moniker of Bumber shoot; that way, everyone will bet on the paste Parasol, while The Penguin will make a killing from a wager on the true horse, which is an unmistakeable long shot! Needing a quick 10 grand to place that wager, he goes right back to Gotham Library to resume stealing the valuable parasol folio...unwittingly activating and Emergency Library Prowler Alarm, signaling Barbara Gordon, who immediately contacts her dad, Commissioner Gordon, who calls Batman and Robin, who rush to the library in time to catch Penguin plucking the folio. He gasses everyone with his umbrella and escapes. Knowing Penguin is short of funds, The Batman places a 'wanted to buy' ad in the collector's newspaper for a valuable book on parasols.
