Birgitte faces her first major test as prime minister in passing a budget. Just when it looks like the bill is about to go through, two Labour MPs leave their party and refuse to vote for it, forcing Birgitte to negotiate further when she would rather be home with her family for the Christmas holiday. The MPs demand a six-billion krone highway project in exchange for their support, and Birgitte scrambles to find the funds; she soon realizes, however, that it is not a desire for concessions that prompts their obstructionism, but instructions from their former party leader, Michael Laugesen.
