@kakature Attendance in the Senate is not compulsory. However, I think that if the President has a quorum call and realizes there aren't even enough Senators to meet the quorum, he can force them to attend by having them arrested and brought to the Chamber … Which might be a bit of a drastic measure, but it gives a pretty great scene in this one :)

@kakature If it's about Frank taking the lead on the meeting of the Senate, he is allowed to do so since the VP is constitutionally the President of the Senate.. Usually he does not assume the office, and the number two in the Senate leads the debate, but he can claim his position anytime he/she wishes. However he/she can never actually participate in the debate. If that's not what the question is about, sorry for the useless comment on senatorial procedure :)
